<p><P>PROBLEM TO BE SOLVED: To provide a retractor for a seat belt, which reduces the load on an occupant and improves safety upon a high speed collision by suppressing the fluctuations of belt tension during the operation of a pretensioner. <P>SOLUTION: Driving members 37, 47 driven under gas pressure upon collision of a vehicle includes first and second pretensioners 13, 15 for rotating a spindle 20 in a seat belt winding direction. Energy absorbing members 38, 48 having dilatancy characteristics are provided on the operating ends of the driving members 37, 47.
