PROBLEM TO BE SOLVED: To provide a driving circuit of a light-emitting element adapted to prevent the light-emitting element from causing abnormal light emission even if a short circuit is caused in an AC coupling capacitor for superimposing a modulating current on a bias current, and also to protect peripheral devices, and to provide an optical transmission device, a laser printer, and a laser writing device using the driving circuit. SOLUTION: A laser driving IC 10 for driving a semiconductor laser 30 is provided with a bias generating circuit 22 for supplying a bias current to the semiconductor laser 30, and a differential circuit formed of a couple of transistors 11a, 11b differentially amplifying differential modulating signals and outputting the resulting signals to output terminals 13a, 13b.
