PROBLEM TO BE SOLVED: To make a retransmission interval with respect to a data loss generated in a radio link a termination interval of the radio link without permitting a response packet to be double returned. SOLUTION: In the wireless network system composed of a wireless terminal, a base station, a base station control device, and an IP node, a data download request is sent to an application server to which a wireless terminal application program is connected via the Internet, an instruction to a TCP is input into a service primitive data parameter of a radio link control layer and is sent utilizing a conversion program of the wireless terminal, and the instruction to the TCP taken from the data parameter received by the service primitive of the wireless link control layer is used as an instruction to the TCP program of the base station.
