PROBLEM TO BE SOLVED: To provide an optical writing device, optical writing type display device, and program for suppressing image quality deterioration caused by application of an AC voltage where a unit pulse waveform of one polarity is asymmetrical with a unit pulse waveform of the other side to a cholesteric liquid crystal layer.SOLUTION: A voltage application section 26 is controlled so that the area ratio is larger than 1 and AC voltage within a predetermined range whose area ratio is less than an area ratio corresponding to the optical reflectance difference when the area ratio is 1 is applied between an electrode 15 and an electrode 22.
