PROBLEM TO BE SOLVED: To provide the grinding wheel which forms water room atmosphere by a cooling liquid on a ground surface of a workpiece and dramatically improves grinding efficiency, and a method and a device for cooling the same. SOLUTION: The grinding wheel 10 comprises an annular base 1 having both edge flanges 1F and an annular grinding wheel 2 mounted on an outer peripheral surface 1B of the annular base. In the grinding wheel, a communication hole H is bored on the annular base 1 and an outer peripheral wall 5A of a rotating spindle 5, and a high-pressure cooling liquid K can be supplied from a passage hole (passage) (A) bored on a shaft center of the rotating spindle to an inner peripheral surface 2A of the annular grinding wheel 2.
