PROBLEM TO BE SOLVED: To provide an operation control device automating an operation of a satellite in a steady state. SOLUTION: This operation control device 300 automatically performing the operation of the satellite 100 includes a database for storing orbital information on the satellite 100. The operation control device 300 includes an orbit analyzing part 320 for periodically preparing orbit prediction data of the satellite 100 for a set period based on satellite orbit position telemetry data and satellite attitude telemetry data received from the satellite 100 and the orbital information, and an operation plan preparing part 330 for preparing an operation plan based on the orbit prediction data and stored command control telemetry data received from the satellite 100 and storing command data included in the operation plan in the satellite 100.
