<p><P>PROBLEM TO BE SOLVED: To provide a device and a method which controls the load on a processing part such as a CPU when a digital information signal is processed. <P>SOLUTION: The number of characters appearing in a game is counted, for example, "1" is added when a character uttering voice appears during execution of the game, and "1" is subtracted when the character disappears. The total quantity of the load on a CPU 11 is thus obtained by such counting. When the total quantity is smaller than an allowable load quantity (threshold value) of the CPU 11, normal processing providing a heavy load is conducted.
