PURPOSE: An optical device substrate, an optical device package, and a manufacturing method thereof are provided to improve the optical utilization efficiency by forming a reflective groove on a metal substrate. CONSTITUTION: A first anodized film(20) insulating the metal board is formed on the entire surface of a metal board(10). A second anodized film(30) is formed on the first anodized film. A first metal layer(41) is formed on the first anodized film. A second metal layer(51) is formed on the first metal layer. The first and second metal layers are etched and insulated to form a first electrode(70) and a second electrode(80).
