The apparatus (100) has an inflow opening (5) introducing fluid into an inner area (I) of the apparatus, and a fluid surge diverting element comprising a circulating body (1) for dividing fluid surge of inflowing fluid into two partial fluid surges. The body is arranged in an inflow area of the fluid surge, and has a circular cross-section. Measuring devices for detecting a level condition of the fluid is arranged in a passage area (3), where diameter of the body in a plane perpendicular to a middle axis of the inflow opening is 0.4 to 1.2-times larger than the diameter of the inflow opening.
