PROBLEM TO BE SOLVED: To provide a design method of a speed estimator for estimating speed of the unmounted side, even when a speed detector can be mounted only on either of a dynamometer and a roller. SOLUTION: By H∞control or μ design method, a first weighing function gives weight to a roller surface driving force, and a second weighing function gives weight to a dynamometer torque command, and a third weighing function gives weight to an axial torque observation noise, and a fourth weighing function gives weight to a dynamometer observation noise, and a fifth weighing function gives weight to a differential signal between angular velocity of the roller and estimated angular velocity of the roller, and a sixth weighing function gives weight to an axial torsional torque, and a seventh weighing function gives weight to angular velocity of the dynamometer, and an eighth weighing function gives weight to angular velocity of the roller, and this speed estimator for estimating angular velocity of the roller based on a detection signal of an axial torque detector and a detection signal of a dynamometer angular velocity detector is designed by using the first to eighth weighing functions.
