PURPOSE: A lower nozzle frame of a ladle, for improving mechanical property, and a manufacturing method thereof are provided to manufacture a lower nozzle frame which secures high strength and elongation by adding Mn, Si, Ni, Cr, Mo for the improvement of cold heading quality and hardening. CONSTITUTION: A lower nozzle frame of a ladle comprises a main body member(5a) and a wing(5b) formed by casting. A lower nozzle frame is made of C 0.30-0.40wt%, Si 0.30-0.40wt%, Mn 0.40-0.70wt%, Ni 0.3-0.5wt%, Cr of 1.00-1.30wt% and Mo 0.40-0.60wt% and residue part Fe. The HRC hardness of the main body member is 40-45. The HRC hardness of the wing part is 50-55.
