PROBLEM TO BE SOLVED: To provide a modifying technique for a cosmetic powder that imparts a novel function thereto while retaining desirable properties of the powder as a substrate as they are or further enhancing them. SOLUTION: The powder is subjected to at least two different surface treatments, where the different surface treatments are each independently given on different portions of the powder. Preferably, the number of portions where the independent surface treatments are given and the number of the kinds of surface treatments of the powder is the same. Further preferably, the at least two different surface treatments are constituted of (1) a lipophilic treatment or a water-repelling treatment and (2) a hydrophilic treatment or a treatment for making the powder affinitive to the skin.
