A method for controlling communication is carried out in a multihop cellular network comprised of at least one gateway and a plurality of wireless base stations.  When a first wireless base station for carrying out wireless resource management and mobile management for wireless mobile stations judges that it is necessary to change a destination with which a wireless mobile station is connected, the method for controlling communication includes a handover instructing step that requests a second wireless base station that is a handover destination to carry out handover processing and further instructs the wireless mobile station (the handover execution mobile station) of the handover to the second wireless base station, and a change judgment step in which the second wireless base station judges whether to change a wireless base station to carry out wireless resource management and mobile management for the handover execution mobile station in accordance with the number of times until the second wireless base station transfers a signal transmitted from the first wireless base station to the own wireless base station.
