PROBLEM TO BE SOLVED: To provide: a base-station information transmission control device which can automatically identify a base station covering each information distribution area; a base-station information transmission control method; a program for the base-station information transmission control device; and a system including the base-station information transmission device. SOLUTION: A base-station information transmission control device 110 includes: a map data storage 111; a base station data acquirer; a mapping section; an administration area data extractor; a base station data storage 112; an information distribution destination data receiver; an administration area identifier for identifying an administration area including an information distribution destination indicated by the received information distribution destination data; a base station data extractor for extracting one among pieces of base station data from base station data stored in the base station data storage 112, the base station data being associated with the administration area data of the administration area identified by the administration area identifier; and a base station information output unit for outputting the base station data extracted by the base station data extractor as base station information to be transmitted to an information distribution server 160.
