<P>PROBLEM TO BE SOLVED: To provide an optical transmitter that transmits signal light with satisfactory transmission characteristics even in the presence of a residual intensity modulation component, and to provide an optical communication system. <P>SOLUTION: The optical transmitter 10A includes a light source 101, optical phase modulating part 102, light intensity modulating part 103, predistortion part 104, offset part 105, pilot signal generating part 106, optical coupler 107, light receiving part 108, and RF signal generating part 109. The RF signal generating part 109 outputs RF signals of N frequencies f<SB>1</SB>to f<SB>N</SB>to the light source 101 or the optical phase modulating part 102. When the lowest one of the N frequencies f<SB>1</SB>to f<SB>N</SB>is defined as f<SB>min</SB>, each of the N frequencies f<SB>1</SB>to f<SB>N</SB>is integer multiple of the frequency f<SB>min</SB>.
