A first insertion hole(30) is formed by drilling the ground using a first screw(10). A second insertion hole(30'') is formed by excavating the inner wall of the first insertion hole using a second screw(10'). A grouting work is performed in the insertion holes. A pile is inserted into the grouted insertion holes.
