The apparatus has a control spindle (47) placed to interact with an internal thread (46). An engagement device is placed for transverse adjustment relative to a housing (10) and projecting into a slotted guide in a position so that a shaft (21) is displaced in a longitudinal direction of a pipeline (1) during rotation of the spindle. Another engagement device is placed for coupling the spindle to a cylindrical sleeve (43) in terms of rotation of the spindle so that the shaft is rotatable by the spindle after disengagement of the former engagement device out of the slotted guide.
