PROBLEM TO BE SOLVED: To provide a spraying tube device capable of uniformly spraying spray liquid to a heat transfer tube even if the spray liquid with small latent heat is used for a falling film evaporator, and a heat exchanger using this. SOLUTION: The device is equipped with a spraying tube 18 for ejecting the spray liquid M upward from jet holes 16 arranged along a tube shaft C, a cover 20 arranged above the spray tube 18 for receiving the ejected spray liquid M and making the liquid fall on an outer surface of the spray tube 18 through a clearance S between the spray tube 18 and itself, and a fin 22 for equalizing distribution of the spray liquid M falling from the cover 20 to the direction of the tube shaft C. The cover 20, having a reverse U-shaped cross section which is orthogonal to the longitudinal direction along the tube shaft C, has notch parts 30 cut upward from lower end edges 27 of the both side walls 26 and arranged at predetermined pitches along the longitudinal direction, and claw parts 32 formed between the adjacent notch parts 30.
