PROBLEM TO BE SOLVED: To improve ink absorbency and glossiness of an ink absorbing layer by preventing the concentration and uneven distribution of the concentration distribution of a water-soluble resin on the surface of the ink absorbing layer when drying the ink absorbing layer. SOLUTION: In the method of manufacturing a recording sheet for applying and forming the ink absorbing layer including inorganic fine particles and the water-soluble resin on a continuously running belt-like support 12, then applying a film-hardening coating liquid for hardening the ink absorbing layer onto the ink absorbing layer dried into a half-dry state and drying it; as a drying apparatus for drying the ink absorbing layer into the half-dry state, a hot air drying means 46 is used together with a microwave drying means 48 for heating and drying the ink absorbing layer from the inside.
