PURPOSE: A channel adaptive video transmission method, an apparatus using the same and a system applying an SVC encoding method are provided to transmit bit stream by extracting bit stream. CONSTITUTION: A mobile terminal receives state information through a wireless network(312). A specific space layer bit stream is selected and the size of image is decided. The hierarchical location of picture quality layer bit stream is increased. The bit stream in which selected by class specific layer bit stream is extracted is transmitted to the mobile terminal.
