PROBLEM TO BE SOLVED: To provide a method of manufacturing a light-transmissive electromagnetic shielding material having a mesh-like metal conductive layer with superior size precision. SOLUTION: The method of manufacturing an electromagnetic shielding light-transmissive window material includes steps of: forming an anchor coat layer 102 by coating a surface of a transparent base 101 with a composition containing a synthetic resin of≤20°C in glass transition temperature and curing it; forming a mesh-like preprocessing layer 103 by printing, on the anchor coat layer 102, an electroless plating preprocessing agent containing a mixture of a silane coupling agent and an azole-based compound or a reaction product, and a nobel metal compound in meshes; and forming a mesh-like metal conductive layer 104 on the preprocessing layer 103 through electroless plating processing.
