PROBLEM TO BE SOLVED: To provide a frequency control device capable of accurately compensating for the reception frequency deviation of a radio signal even when the reception frequency deviation rapidly changes. SOLUTION: The frequency control device 1 includes: a frequency deviation detecting unit 11-k for detecting a frequency deviation from a first frequency for reception signals from a plurality of mobile stations; a classification information detecting unit 12-k for acquiring information about the current position or movement of each mobile station, respectively, as classification information; a grouping unit 13 for performing grouping for each of mobile stations estimated to move in the same moving direction and at the same moving speed in accordance with a plurality of classification information items; a deviation representative value calculating unit 14-j for calculating the statistical representative value of frequency deviations for the reception signals from the mobile stations determined as belonging to the same group; a control value calculating unit 15-j for calculating a control value corresponding to a frequency deviation compensation amount in accordance with the statistical representative value; and a frequency deviation compensating unit 16-j for outputting a signal of a second frequency by multiplying a cyclic signal having a frequency corresponding to the control value by each of the reception signals.
