PROBLEM TO BE SOLVED: To provide an apparatus and system for planning treatment, capable of making a treatment plan considering dose to be imparted to a lesion by an image pickup device for positioning a patient support and improving the accuracy of a radiation treatment plan. SOLUTION: The treatment planning apparatus 100 reads the dose data of dose distribution to be imparted by the image pickup devices 151, 152 for positioning the patient support from a data server 104 and preserves them in the main storage device 111 of a treatment plan computing device 101. The treatment planning apparatus 100 adds together and displays the calculated dose distribution of radiation to be imparted to the region of interest and the dose distribution to be imparted by the image pickup devices 151, 152 for positioning. Thus, the treatment plan considering the dose distribution to be imparted to the lesion by the image pickup device for positioning is made and the accuracy of the radiation treatment plan is improved.
