PROBLEM TO BE SOLVED: To properly control an opening of an electric valve when abnormality occurs in sensors detecting temperature or pressure, to prevent spoiling of food stored inside. SOLUTION: This valve controlling device for detecting an inlet temperature Tin and an outlet temperature Tout of an evaporator 6 by inlet and outlet temperature sensors 7, 8, and controlling the opening of the electric valve 5 on the basis of the detected temperature, further has an input circuit 17 and a display circuit 18 for setting and changing an emergency opening Sp of the electric valve 5, and a valve opening control means for stopping the electric valve 5 at the emergency opening SP set or changed through the input circuit 17 and the display circuit 18 when the abnormality occurs in the temperature sensors 7, 8. The emergency opening SP has an opening value larger than the full-close and smaller than full-open, and has the opening value capable of continuing an operation of a refrigerating cycle system 1.
