PROBLEM TO BE SOLVED: To provide a drying device and method improved in heat transferring efficiency and shortened in drying time. SOLUTION: This drying device 100 for drying a workpiece 20, is constituted by covering a power generating element 21 with a packaging material 22, and drawing out a tab 23 connected to the power generating element from the unsealed packaging material, and has a heating section 110 kept into contact with the tab to transfer the heat to the tab.
