PROBLEM TO BE SOLVED: To provide an idling rotation speed controller of an internal combustion engine capable of stabilizing the rotation speed of the engine during idle operation while suppressing a fuel consumption when a small amount of an external load is applied. SOLUTION: When an external load G is determined to be a predetermined valueαor less (G≤α), the reference ignition timing TiS is set to an ignition timing TiA by correcting a reference ignition timing TiB set when the external load G is more than the predetermined valueα(G>α) by an advance correction (ΔTi).
