<P>PROBLEM TO BE SOLVED: To provide a developer supply device capable of restraining the change in image quality due to the change in capacity of developer to be as small as possible, and to provide an image forming apparatus. <P>SOLUTION: A laser printer 100 is equipped with a developing device 130. The developing device 130 is equipped with a developing casing 131 and a toner electric field carrying body 132. Toner T is contained in the developing casing 131. A toner main carrying plane 133a is formed on the toner electric field carrying body 132. A carrying electrode 133b is arranged along the toner main carrying plane 133a. A toner sub carrying plane 135a is formed along a casing bottom board 131b constituting the bottom board of the developing casing 131. A counter electrode 135b is arranged along the toner sub carrying plane 135a.
