PURPOSE: A scum skimmer is provided to reduce manufacturing and maintenance costs and improve processing efficiency by fracturing scum and preventing the regeneration of scum. CONSTITUTION: A scum skimmer(140) includes a shaft(142) and an upper impeller(144) which is combined with the shaft and is rotated. The upper impeller includes an impeller arm which is projected towards the axial direction of the shaft with a constant angle and a blade having the angle of inclination towards the water surface. The blade pushes up the scum which is floated with the rotation and decomposes it. The angle of inclination of the blade has the range of 30~45°. The lower impeller is combined with the end part of the shaft. The lower impeller stirs the raw water inside the reaction bath.
