PROBLEM TO BE SOLVED: To obtain a process which will not deteriorate expected efficiency in a movement vector converting method for generating 8×8 and 16×16 movement vectors in MPEG4 with inputs of 16×16 movement vectors in MPEG2, in a bit stream showing image compression information in MPEG2 to be inputted. SOLUTION: The synthesis of movement vector information, made by discarding I-pictures or P-pictures for every two pictures, is executed by the expansion or the sum up, either the expansion or the sum up which has a higher expected efficiency is chosen and used for coding according to MPEG4. By using the two methods, i.e., the expansion and the sum up, both 8×8 and 16×16 movement vectors in MPEG4 are synthesized. |
