PURPOSE: An apparatus and a method for allocating an uplink resource in a wireless communication system are provided to make an inter-cell interference size and a reference interference size smaller. CONSTITUTION: A base station determines a set MCS(Modulation and Coding Scheme) level as an MCS level of a corresponding terminal(113). The base station determines a size of burst used for data transmission of terminals(115). The base station determines scheduling priority of the terminals in consideration of the MCS level and the size of burst to be assigned to the determined terminals(117). The base station assigns resources to a terminal with the highest scheduling priority(119).
