PROBLEM TO BE SOLVED: To provide an electroconductive polymer membrane having good cohesiveness with substrates and excellent in conductivity, and to provide a device using the same. SOLUTION: The electroconductive polymer membrane is prepared by polymerizing the monomer for an electroconductive polymer on a substrate using a polymerizable liquid comprising a monomer for the electroconductive polymer, an oxidizing agent, and additive containing a phosphonic acid group and an organic group.
