PROBLEM TO BE SOLVED: To provide a steering damper device which is free from an energy loss, and does not require a battery or the like. SOLUTION: A switching circuit S includes a needle 7, a first fixed terminal 8 and a second fixed terminal 9. The needle 7 and the first fixed terminal 8 are connected with each other, and thus a rotating mechanism R, a bridge circuit B and a switching circuit S are cooperated to constitute a short circuit. Besides, a control means C variably controls the damping force of the rotating mechanism R by controlling a duty ratio based on on/off control of the needle 7 and the first fixed terminal 8, and charges a capacitor 10 with electric power generated by the rotating mechanism R when the needle 7 and the second fixed terminal 9 are connected with each other.
