<P>PROBLEM TO BE SOLVED: To provide a new video signal processor for performing synchronization and frame rate conversion and preventing the occurrence of passing. Ž<P>SOLUTION: The video signal processor includes a control part for generating second synchronizing signals whose synchronization interval is wider than that of first synchronizing signals, and an output part which is the part for outputting successively input RGB components parallelly in synchronism with the second synchronizing signals and includes a storage part having a storage capacity corresponding to the component of one color among the RGB components. The control part makes the output part perform parallel output using the RGB components stored in the storage part, and when the RGM components not read yet are present when the RGB components are input, does not store the input RGB components in the storage part and makes the output part parallelly output the RGB components stored in the storage part and the input RGB components.
