A child safety seat has a seat back (16) with an upper end (28), a back side (63), and a front facing side (26). The seat has a harness (50) with shoulder straps each having a strap portion (59) extending forward and downward along the front facing side. The height of the strap portions (59) is vertically adjustable on the seat back (16). A headrest assembly (32) is coupled to the seat back (16) near the upper end (28). The vertical position of the headrest assembly (32) is adjustable on the seat back between raised and lowered positions. The height of the strap portions (59) and the vertical position of the headrest assembly (32) can be adjusted from the raised position downward by increasing tension of the shoulder straps (59).
