A method of creating a surfacing material that includes the following steps (a) creating a highly alkaline silicate activator solution (b) adding a preset amount of metakaolin then mixing (c) adding an aggregate and/or humectant, wherein the mixing of the silicate activator solution and metakaolin forms an Inorganic Polymer Matrix (IPM) paste, such that the metakaolin is a Type 3 metakaolin, where a Type 3 metakaolin has less than 75 percent dehydroxylation, greater than 3 percent CaO and a size range of 1 micron to 20 micron. Also disclosed is a IPM produced by claims (a) and (b) of the method and a floor surfacing material produced by the method.
