PURPOSE: A system and an apparatus for providing a mailbox are provided to enable a receiver not to miss an important or emergent call by using an emergency call service even when an unconditional mailbox switching function is set up. CONSTITUTION: A call connection request receiver(110) receives a call connection request for a receiver from a sender, and a mailbox service manager(112) provides a mailbox service menu including an emergency call connection service to a sender. The mailbox service management unit receives a service choice of a sender, confirms and uses the identification information of the sender, and determines the provision of the service selected by the sender.
