The device (1) has a rotor (3) driven by a fluid stream, where the rotor is movable with respect to a stator (2) around a rotational axis. A regulating system (10) regulates intake of the fluid stream at a level of the rotor. The regulating system includes an interposition element (11) i.e. adjustable flap, that is arranged between the incident fluid stream and the rotor. The interposition element has an interposition part (11A) that is displaced along a direction parallel to the rotational axis for modifying fluid intake configuration at the level of the rotor.
