PROBLEM TO BE SOLVED: To provide a cosmetic puff having a plurality of recesses on one surface, while securing desired water separation when impregnated with a skin lotion. SOLUTION: A first roll 110 having a flat outer peripheral surface 110A and generating heat is arranged to face a second roll 120 having a plurality of projections 121 formed on an outer peripheral surface 120A. The first roll 110 and the second roll 120 are rotated while the other surface 170B of an air laid nonwoven sheet 160 containing pulp and constituting the cosmetic puff 170, is brought into contact with at least a half around the outer peripheral surface 110A of the first roll 110, thereby forming the plurality of recesses on one surface 160A of the air laid nonwoven sheet 160.
