PURPOSE: An apparatus and a method for selecting a user in a multiuser MIMO(Multi Input Multi Output) system are provided to select a user based on a BER(Bit Error Rate) or a fast BER, thereby increasing system performance more than the case using channel capacity. CONSTITUTION: A channel information receiving unit(210) receives each channel information from user terminals. A user selecting unit(220) selects a user terminal through the channel information. A precoding matrix generating unit(230) generates a precoding matrix about a selected user terminal. A modulation level allocating unit(240) allocates a modulation level to the selected user terminal. A power allocating unit(250) allocates power to the selected user terminal.
