摘要 <P>PROBLEM TO BE SOLVED: To provide an optical semiconductor device, an optical transmitting device and a surface-emitting element preventing reduction of utilization efficiency of light by inhibiting infiltration of an under fill agent into an optical transmission region. Ž<P>SOLUTION: The surface-emitting element 2 includes: a semiconductor substrate 22 which has a light-receiving/emitting part forming surface on a device-mounting side; a light emitting part 2a which outputs light from the light-receiving/emitting part forming surface side of the semiconductor substrate 22 to the optical transmission region 5; and inhibition layers 9 and 10 which inhibits infiltration of the under fill agent 6 into the optical transmission region 5. Thereby, even if the under fill agent 6 infiltrates to the outside of the inhibition layers 9 and 10, infiltration of the under fill agent 6 from the inhibition layers 9 and 10 to the inside (optical transmission region 5) is inhibited.
