PROBLEM TO BE SOLVED: To provide an image distribution device, an image distribution system and a method of distributing images that enable each user to distribute desired high-quality images to a plurality of image reproducing units, and to provide a program. SOLUTION: The image distribution device includes: a camera section 11 capable of changing photographing conditions prescribed by a photographing direction and/or an angle of field; a camera control section 12 for allowing the camera section to photograph a photographed image corresponding to a plurality of photographing conditions at a prescribed period according to a photographing pattern that includes the plurality of mutually different photographing conditions and has the prescribed period; an image storage section 14 for storing the data of the photographed image photographed corresponding to the plurality of photographing conditions and updated at a prescribed period; an operation information reception section for receiving operation information indicating arbitrary photographing conditions included in the photographing pattern from at least one user terminal 20; and an image distribution section for distributing data of the photographed image updated at a prescribed period to each user terminal corresponding to the photographing conditions indicated by the operation information received from each user terminal.
