SOLUTION: Reservation information such as the time to have a conference is received from a user terminal 170A in the scheduler server 110, and the scheduler server 110 acquires a replay indicating whether or not there is a free resource at the time to have the conference from a conference server 130, and when there is a free resource, specifies a conference room open at the time to have the conference, and acquires the replay of the propriety of participation from a user terminal 170B utilized by the participant of the conference. When the number of participants who can participate in the conference matches with a condition selected beforehand, the scheduler server 110 sets a schedule to hold the conference to the conference server 130.
