PROBLEM TO BE SOLVED: To provide an apparatus for manufacturing a protective plate integrated display panel capable of bonding a display element to an observation surface-protective plate without producing air bubbles between an adhesive layer and the display element and observation surface-protective plate to provide the protective plate integrated display panel having good display quality. SOLUTION: A bonding tool 10 comprises: a grid-like frame member 11 disposed by arranging a plurality of through-holes in the row direction and the column direction; a plurality of first elastic members 13 which are fitted to the plurality of through-holes of a predetermined row of the frame member 11 so as to be slidably in respective axial directions; and a plurality of second elastic members 14 which are softer than the first elastic member 13 and are fitted to the plurality of through-holes of the other rows of the frame member 11 so as to be slidable in respective axial directions. The bonding tool is placed on one side surface of a laminate by laminating the display element 1 and the protective plate 6 while interposing the adhesive layer 7 between them, wherein the bonding tool 10 is pressed by a pressing roller 15.
