<p>PURPOSE: An image noise elimination method and an apparatus are provided so that the uncorrelated processing is proceed about the flicker noise component of the video signal. The video noise is eliminated. CONSTITUTION: A signal separator part(110) divides the video signal into the signal factor and noise component. The uncorrelated signal processing unit(120) changes the noise component into the temporally and spatially incoherent noise component. The adder(130) adds the signal factor and incoherent noise component as described above. The filter section is proceed the motion-compensated low pass filtering about the video signal outputted in above mentioned addition part.</p>
