PURPOSE: A polyol resin composition is provided to effectively form coating layer on a moisture layer and to minimize pore generation on the coating layer. CONSTITUTION: A method for manufacturing a polyol resin for non-solvent polyurethane coating material comprises: a step of maintaining 70-95 weight% of castor oil in a blending container at 60±5°C; a step of dissolving 4.5-28.5 weight% of xylene formaldehyde resin at 80±5°C; a step of mixing heated castor oil and dissolved xylene formaldehyde resin to obtain a mixture; a step of cooling the mixture; a step of mixing 0.5-1.5 weight% of silicone anti-foaming agent to isoparaffin.
