PROBLEM TO BE SOLVED: To provide a system of accumulating communication quality of a base station according to the type of an application and selecting an optimal base station for each application when a communication terminal device switches a base station. SOLUTION: The wireless communication device 1 is provided with a priority notifying means 101 for storing priority information 41 of communication conducted by the local device and notifying it to the other wireless communication devices so that the priority can be notified to the outside. In the meantime, by a priority information collecting means 102 for collecting the priority information 41 notified by the other devices performing wireless communication and a priority information comparing means 103 for comparing the priority information of the local device with the collected priority information of the other devices, the wireless communication of which of the local device and the other devices is to be given priority is compared. Then, a wireless communication control means 104 is provided so that, when the priority of the other devices is higher than the priority of the local device as the result of comparison, a wireless communication means 104 is controlled.
