PROBLEM TO BE SOLVED: To execute properly the idling operation of an internal combustion engine when the target engine speed is altered during idling. SOLUTION: A throttle valve 123 is controlled so that the suction air amount Qa becomes the amount corresponding to the target engine speed Ne* in case the target engine speed change amountΔNe* lies within the range from the upper limit determining change amountαu to the lower limit determining change amountαl when Ne* is altered to the incremental side or the decreasing side during idling of the engine (S280, S290, S260, S270). In caseΔNe* is overαu or underαl, the throttle valve 123 is controlled so that the suction air amount Qa becomes a value obtained by adding or subtracting the correction air amountΔQa to/from the amount corresponding to the target engine speed Ne* until a negative determination is made at S210, S215, or S230, (S240-S270).
