PROBLEM TO BE SOLVED: To provide a method for manufacturing a color filter substrate for forming a color filter and a light shielding material in the same layer, easily forming clearances in optional positions in the boundary between the color filter and the light shielding material and the boundary between respective color filters, and further, precisely arranging the respective color filters each having an area smaller than that of a pixel on the outside face of an observation side transparent panel substrate by a highly productive printing technology such as inkjet printing, flexographic printing, and gravure printing, and to provide a method for manufacturing a color information displaying panel. SOLUTION: On a colorless transparent inorganic oxide film of a colorless transparent film 12 wherein the colorless transparent inorganic oxide film 11 is formed on one surface, color filters 14R, 14G and 14BL and light shielding materials 13 are formed, and subsequently, clearances are formed in optional positions between the color filters and between the color filters and the light shielding materials by a dry etching method.
