PROBLEM TO BE SOLVED: To perform appropriate adaptive array control while reducing power consumption in a wireless terminal. SOLUTION: A control part 102 in the wireless base station 1 includes: an up/down asymmetrical communication determination part 152 for determining whether or not it is necessary to make an up transmission speed lower than a down transmission speed; and a time slot allocation part 154 for allocating up time slots the number of which corresponds to the up transmission speed and down time slots the number of which corresponds to the down transmission speed to the wireless terminal when it is determined that it is necessary to make the up transmission speed lower than the down transmission speed by the up/down asymmetrical communication determination part 152. When allocating the time slots, the time slot allocation part 154 allocates the combination of the up time slots and the down time slots included in the same frame to the wireless terminal.
