<P>PROBLEM TO BE SOLVED: To provide a combustion control device capable of preventing incomplete combustion due to clogging of a heat exchanger fin of a combustion apparatus, a hole of a combustion chamber, clogging of an exhaust system and the like, of reducing emission of CO-Nox in exhaust gas and performing safe stop operation. Ž<P>SOLUTION: Air supply to a first combustion chamber 21 for hot water supply and a second combustion chamber for heating is controlled by one fan motor 8. A controller 1 for acquiring each combustion chamber pressure from first and second pressure sensors 91, 92 calculates an actually measured air supply balance of both combustion chambers, compares a set air supply balance which can be determined as an appropriate combustion state at this time with the actually measured air supply balance actually calculated, determines a dangerous state where the air supply balance is lost due to clogging of the heat exchanger fin, a hole of the combustion chamber and clogging of the exhaust system etc. when an error exceeds a tolerance, stops simultaneous combustion and changes over to single combustion of the first combustion chamber 21 to prevent deterioration of exhaust gas of the combustion apparatus.
